Provider Panel Expert Member

The OfS is the independent regulator of higher education in England. We are launching a new OfS Provider Panel to help shape future regulation in the interests of students. This panel will play an important role in strengthening our relationships with institutions across the sector, and offers the opportunity for experienced sector leaders to: 

  • Act as a ‘critical friend’ to give advice and constructive challenge on key areas of current and future OfS policy 

  • Assist the OfS in understanding the views of institutions and to anticipate likely responses to regulatory policy 

  • Alert us to emerging risks or issues that could affect future policy development or changes to current regulatory interventions.  

The panel will consist of expert members, OfS board members, and senior OfS staff.  

We will agree the panel’s work programme each year, focusing on the commitments in our new 2025-30 strategy, and our annual business plan. The panel will help us think about two time horizons: 

  • Long-term, forward-looking, testing ideas and policy solutions at an early stage; and 

  • Present focused, providing actionable feedback on our current regulatory approach and interventions, and the impact these have on students and institutions. 

The role

We expect the panel to meet five times each year. Three of those meetings will take place in person in London with the others held online. Meetings will be scheduled for three hours within normal working hours.  

Travel and subsistence expenses, if incurred, will be reimbursed for meetings. An attendance fee of £300 for each meeting will also be paid. The OfS is unable to pay an institution directly for a panel member’s time, and instead can donate an individual’s fee to a charity of their choice. This is processed through the Charities Aid Foundation (CAF) ‘give as you earn’ process.  

About you

Expert members of the OfS Provider Panel will be current senior leaders in universities and colleges regulated by the OfS, who are also the OfS’s accountable officer for their institution. We are also inviting applications from senior leaders in institutions likely to seek registration in future. 

We are recruiting up to 12 expert members to the panel for an initial term of two years. 

Expert members will, collectively, have a broad range of experience and appropriately reflect the diversity of higher education providers in England. We expect to appoint at least one member from a provider in each of the OfS’s student typology groupings (see https://www.officeforstudents.org.uk/publications/provider-typologies-2022/).
