Becky Sherrington’s Reflections from the Regulators Leadership Roundtable: Enabling Growth Through Leadership and Culture
London, October 2025 – Senior leaders from across the UK’s regulatory landscape gathered at a roundtable hosted by the Institute of Regulation and PA Consulting to share experiences and reflect on the challenges of modern regulation.
In her blog post, Becky Sherrington, Chief Inspector of the Jersey Care Commission and Board Member of the Institute of Regulation, described the event as a vital forum for candid discussion among regulators facing mounting pressures from government, industry, and the public.

Shared Challenges Across Regulators: Becky observed that regardless of size or sector, regulators face similar pressures: rising expectations from government, industry, and the public, alongside the need to lead with credibility and empathy.
Leaning In Without Losing Independence: She emphasised the importance of engaging openly with providers and building trust, while remaining firm in purpose and independent in judgment.
Clarity on Risk Tolerance: A strong takeaway was the need for a shared understanding of regulatory risk. Poorly defined tolerance, she noted, can undermine credibility and effectiveness
The Weight and Privilege of Leadership: Becky reflected on the personal exposure that comes with leading a smaller regulatory body, highlighting the courage required and the importance of visibly supporting teams during difficult times.
Becky Sherrington emphasised that regulation is not accidental but the product of thoughtful, connected leadership. She praised the openness of contributors, including Richard Moriarty (CEO, Financial Reporting Council) and Andrew Rhodes (CEO, Gambling Commission), and encouraged others to attend future Institute of Regulation events, describing them as rare spaces for inspiration and collective learning.
