Job description

We are currently seeking to appoint an Investigation and Enforcement Manager to join and lead our settled Enforcement Team at CILEx Regulation.

This is a great opportunity to shape and lead a key area of our regulatory responsibilities.

CILEx Regulation is the independent regulator of CILEX members as well as firms and other individuals authorised by us.

The Role

You will be responsible for operational management of professional misconduct, disciplinary, fitness to practise and fitness to own investigations in relation to individual legal service providers and businesses.

This will involve the triage of information received to allocate misconduct cases to an investigation officer according to skills and experience, and then overseeing delegated decision making by members of your team.

You will have your own caseload of the most complex cases and represent and advocate for CILEx Regulation in disciplinary or appeals hearings.

You will manage a team of investigators and enforcement caseworkers, and provide appropriate induction, support and training, including the wider understanding of new risks that may be presented.

As a member of the Management Team, you will monitor, manage and report performance against targets, including developing insights data.

You will also oversee cost-effective delivery of the enforcement function, monitoring and managing an operational budget.

There are a number of independent panels that are part of the enforcement function and ensuring robust and efficient operation of these panels, including contract, budget management and training, is a key part of the role.

Alongside the Disciplinary Process Manager, you will help contribute to improving our enforcement strategy and regulatory arrangements.

We are looking for someone who has:
• significant knowledge and experience leading enforcement/fitness to practice, disciplinary or investigation services either as a manager or as a senior officer (preferably for a professional regulator) OR a qualified lawyer with relevant transferable skills.
• knowledge and experience of ensuring demonstrably fair, and objective outcomes, including in relation to equality.
• excellent interpersonal skills and capable of dealing with challenging situations.
• previous experience of successful staff management.
• experience of applying rules and procedures that are capable of withstanding legal scrutiny.
• experience of developing processes and an empathetic culture that minimises the negative impact on those subject to/using investigation processes.
