We are looking for a motivated and capable Policy and Regulatory Standards Manager to join our Policy and Regulatory Standards Team.

This role offers an exciting opportunity for a proactive and motivated policy specialist to shape regulatory policy and contribute to the effective delivery of the Council for Licensed Conveyancers’ (CLC) policy and wider regulatory objectives.

As part of a small and high-impact team, you will work closely with colleagues and play a key role in maintaining and developing the CLC's policy framework, with particular focus on ensuring that the CLC’s Handbook, regulatory guidance, and policy and governance documents remain current, clear, and fit for purpose.

Key Purpose of the Role

Reporting to the Deputy Director of Policy and Regulatory Standards, you will be responsible for leading and supporting projects that update and enhance the CLC’s regulatory framework, in line with its strategic objectives, legal and regulatory obligations, and evolving risks to consumers and the regulated community.

You will also contribute to broader policy development and engagement work, helping to ensure that the CLC is a responsive and evidence-based regulator that meets the policy outcomes defined by its oversight regulator, the Legal Services Board, and models best regulatory practice.

Key Responsibilities

• Deliver Policy and Regulatory Projects

Plan and deliver regulatory policy projects and key policy work, including Handbook reviews and updates, from scoping and stakeholder engagement through to drafting, implementation and measuring impact/success.

• Maintain Regulatory Frameworks

Ensure that the CLC Handbook, guidance materials, and regulatory tools are up to date, accurate, accessible, and aligned with legislation, good regulatory practice, and the CLC’s strategic priorities.

• Monitor Legal and Policy Developments

Conduct horizon scanning and analysis of legislative, regulatory, and sector developments to inform CLC policy and practice.

• Stakeholder Engagement

Work collaboratively with internal teams (e.g., Licensing and Compliance and Monitoring) and external stakeholders to gather insights and data to support policy development and decision-making.

• Provide Policy Advice and Briefings

Draft clear and comprehensible policy documents, briefings and reports for senior executives, the Council, and external audiences.

• Respond to Enquiries

Handle complex policy and regulatory enquiries from licensees, the public, and other stakeholders, ensuring timely and accurate responses.

• Consultations and Stakeholder Communication and Engagement

Undertake the necessary research and internal engagement to formulate and draft clear and coherent responses to external consultations on behalf of the CLC.

• Undertake the necessary preliminary policy development and prepare CLC consultations, manage consultation engagement and collate consultation responses, analyse and prepare reports on feedback provided. Take responsibility for identifying key stakeholders and organising and delivering consultation events, including webinars, in person meetings and other sector/public engagement activities.

• Represent the CLC Externally

Represent the CLC at external meetings, working groups, and sector events as required (with occasional travel, primarily in London but occasionally outside of London).

Essential Attributes

• Proven ability to work independently and collaboratively within a small team and a willingness to support other colleagues as needed.

• Able to work on multiple projects at once and prioritise effectively.

• Self-motivated, proactive, and committed to delivering high-quality outcomes.

• Strong organisational skills with excellent attention to detail.

Essential Knowledge, Skills and Experience

• Experience in developing and implementing evidence-based policy, ideally within a legal, regulatory, or public policy environment.

• Strong analytical skills with the ability to translate complex information into clear, practical guidance and policy.

• Exceptional written and verbal communication skills, including experience preparing policy documents, reports, briefings, and formal responses.

• Comfortable working with legal and regulatory material, and able to interpret and apply complex rules and standards.

• Educated to degree level (or equivalent experience).

Desirable

• Knowledge or experience of conveyancing or probate practice in the UK.

• Experience building an effective network in a sector and fostering collaborative relationships with stakeholders.

• Experience working with boards, regulatory or governance committees.

• Experience working with or advising senior leadership.
