About the Pubs Code Adjudicator
The Pubs Code Adjudicator (PCA) was established by the Small Business, Enterprise and Employment Act 2015. Fiona Dickie was reappointed to the role of the Pubs Code Adjudicator in May 2024 for a further three-year term of office.
The role of the PCA is to enforce the statutory Pubs Code (the Code) which came into force in July 2016. The Code regulates the relationship between large pub-owning businesses and their tied tenants (a tied tenant is someone who is obliged to buy at least some of their alcohol from their landlord, sometimes with other products or services, usually in return for a reduced rent). The PCA is independent, with powers to arbitrate individual Code disputes and investigate suspected breaches of the Code. You can find out more about the PCA’s first investigation here. The Code applies to pub-owning businesses who own 500 or more tied pubs in England and Wales.

About the role
This is a fascinating time to take up a role in the office of the PCA’s (OPCA) Regulatory team. This is an important role, which is pivotal to the delivery of a challenging regulatory agenda as part of the PCA’s 3-year strategy, published in August 2022.
The SEO strategist role main areas of responsibility are:
· analysing data, evidence and information from pub companies, tenants and other sources to help the PCA target its strategic activities (this might include breach reports, compliance reports, enquiries and complaints)
· drafting compliance and policy recommendations from robust analysis to support regulatory decision-making managing regulatory activity in response to issues raised (in collaboration with stakeholders where necessary), to enhance compliance with the Code and deepen knowledge of the Pubs Code within the tied pub sector
· developing and communicating regulatory policies and interventions to a wide range of stakeholders
· managing the delivery of the PCA’s regulatory correspondence including the process, and quality assurance framework and training for PCA staff
· drafting high-quality briefings for meetings with regulated entities, providing accurate notes and following up on any actions in a timely manner.
This role requires you to be a motivated, self-starter with the drive to deliver on the PCA’s mission to protect fairness in the tied tenant business relationship. You will need to work collaboratively with the PCA team to engage and communicate with stakeholders, gather, and analyse information, monitor compliance and improvements in the sector, and consider appropriate levers to ensure effective and proportionate regulation.
Person Specification
Skills, experience and qualifications (Essential)
· drafting communications – using clear and concise language and driving connection with various internal and external audiences
· encourage the use of different communication methods, including digital resources and highlight the benefits, including ensuring cost effectiveness
· managing reviews of data and information, making recommendations on the next steps to achieve a strategic policy objective and contributing to effective risk management
· consider the impacts of own and team’s activities on stakeholders and end users
· ability to understand and apply complex legislation in a practical context, knowing when to seek advice when appropriate
· making decisions in rapidly changing environments or working to very tight competing deadlines
Skills, experience and qualifications (Desirable)
Experience of any of the following:
· working in a regulator or a regulated environment and having a clear understanding of regulation
· developing and reviewing regulatory regimes
· working with Ministers and Parliament
· intelligence-gathering and/or enforcement activity
· Ability to influence others by communicating complex matters in plain English
You will be supporting on intelligence, monitoring compliance and identifying areas requiring further action. You will be making regulatory recommendations to your G7 line manager and the G6 Director of Regulatory Policy and Engagement, presenting your conclusions and identifying options for regulatory action.
The PCA is a small agile regulator that requires a flexible approach to delivery and is a real opportunity to influence and shape policy. There are great opportunities to work collaboratively with senior team members and engage with a diverse range of stakeholders both across government and externally. We come together regularly in the office for team meetings and training related to the Pubs Code and the pub trade. The PCA offers the opportunity to develop new skills and experience by working flexibly across different areas of the business. There are also opportunities to represent the PCA at trade events, undertake pub visits, engage with pub company representatives and develop broader skills and secure qualifications.
