Location of position: Remote-working (home-based) or flexible office-based (please note, travel to inspection sites is required and involves overnight stays).

About the Human Tissue Authority

The Human Tissue Authority’s (HTA’s) primary goal is to protect public and professional confidence in the safe and ethical use of human tissue.

We are the national independent regulator for organisations that remove, store and use tissue for research, medical treatment, post-mortem examination, teaching and public display. We also approve organ and bone marrow donations from living people. With the interests of the public and those we regulate at the centre of our work, we aim to maintain confidence by ensuring that human tissue is used safely and ethically, with proper consent.

An opportunity has arisen for a highly motivated individual with regulatory experience, or experience in the fields of tissue banking, organ donation and transplantation or working with human tissue samples in a research setting, to join the HTA as a Regulation Manager (RM).

The RM role is varied and involves leading on regulatory assessments and site visit inspections, as well as providing clear, evidence-based advice and guidance to colleagues and external stakeholders. The role holder will be expected to contribute to the development, implementation and delivery of robust systems and processes for licensing, inspections, regulatory assessments, investigations, incident review and enforcement, as well as to support wider organisational change initiatives.

The successful candidate will have opportunities to be involved in operational policy work, to represent the HTA in various different settings, and to work closely with colleagues from across the organisation, including senior management.

What you will bring

Applicants for this position must:

  • be comfortable dealing with issues involving the management of the deceased, which can include inspecting facilities where this happens; and

  • be willing to travel regularly across the UK for work-related purposes, such as carrying out site visit inspections.

The following are considered essential criteria for the role:

  • Strong analytical skills – the ability to review and analyse large quantities of complex information, from a variety of sources and in various forms, to identify key issues and to assess risks.

  • Excellent oral and written communication skills – the ability to write clearly and persuasively in plain English, adapting style to be suitable for the audience.

  • The ability to confidently and competently interact with a wide range of stakeholders virtually and face-to-face, particularly but not exclusively in the professional community, representing the organisation with an authoritative voice.

  • The ability to work effectively under pressure and to respond constructively, and when appropriate firmly, in dealing with challenge and disagreement.

  • The ability to forward plan work - able to prioritise and to be sufficiently flexible to re-prioritise as circumstances change and in accordance with organisational need.

  • The ability to work effectively, independently and constructively as well as in a supportive fashion when working as part of a team.

The following are considered desirable criteria for the role:

  • Relevant post-graduate qualifications - we welcome applicants who have successfully obtained a PhD in a relevant subject area.

  • Experience of working in one of the following sectors regulated by HTA: Human Application (HA), Organ Donation and Transplantation (ODT), or Research.

  • Appropriate alternative professional experience – for example, experience in a relevant industry, healthcare institution or other regulatory body.
