2. Background

The Institute of Regulation is a membership organisation. We’re a professional network, providing professional development in regulation and promoting good practice in regulation. A third of UK regulators are members, including high-profile organisations such as the Civil Aviation Authority, Ofsted, Information Commissioners Office, National Audit Office and Care Quality Commission.

We offer a wide range of peer support opportunities – from events, professional development and special interest groups, alongside contributing to the national conversation on regulation and regulatory practice. We host the UK’s biggest annual conference on regulation and the UK’s only regulation podcast, and we are regularly invited to advise government and parliament on regulatory matters.

Established in 2021, we believe good regulation is essential for a thriving economy and society. We aspire to be the UK home of good regulation.

We’re seeking a director to guide us on our exciting, rapid journey to becoming the UK’s largest professional network in regulation, working with a global community of regulatory professionals and experts.

4. The role

- Role purpose

The Director leads the Institute of Regulation and is responsible for its growth and its operations. The Director is accountable to the Institute’s Chair and board, overseeing strong and effective operations and member engagement. The Director is responsible for day-to-day management of outsourcing partnerships, for seconded staff and interns.

- Key responsibilities

1. Strategic leadership – provide a compelling offer to the Institute’s members

- Secure an outstanding annual programme of events reflecting member needs and the evolving regulatory policy context.

- Grow the membership support offering including events, professional development and special interest groups.

- Commission periodic research to evidence member needs and priorities.

- Ensure the Institute can leverage membership and expert perspectives to inform policy developments.

2. Business development – secure a sustainable future for the Institute.

- Maintain programme of campaigns to grow membership engagement.

- Implement a product strategy to enable growth of the membership offering.

- Diversify income sources for the Institute.

3. Stakeholder engagement – enhance the reputation of the Institute.

- Lead relationships with key stakeholders, including parliamentarians, government, civil servants and regulators.

- Strengthen the reputation of Institute as a respected organisation, amplifying a range of expert perspectives on regulation.

- Ensure the effective use of communication channels, including social media, to enhance the profile of the Institute.

4. Operational leadership - ensure the effective management of operations.

- Day-to-day management of the Institute

- Maintain a high-quality membership experience, across all touchpoints.

- Responsible for outsourcing partnerships.

- Provide regular reports to the chair and board on operations, finances and membership.

- Oversee finances and manage budgets.

- Ensure the Institute carefully handles membership information, enabling effective and appropriate member targeting.

The director will be responsible for engaging particularly with the following:

- The Chair of the Institute.

- Members of the board of the Institute.

- Civil servants, up to Permanent Secretary level.

- Regulator CEOs and senior staff.

- Consultants, academics and subject matter experts.

- Outsourcing partners.

5. The person

- Essential criteria

Experience:

- Proven successful track record in shaping membership experience.

- Proven ability in senior stakeholder engagement.

- Experience of managing programmes and projects.

- Budget management experience.

- Project management experience.

- Skills:

- Excellent relationship building skills.

- Excellent written and oral communication skills.

- Strong event management skills.

Behaviours:

- Excellent delivery focus and self-starter with ability to work independently.

- Demonstrated diligence, attention to detail and organisational skills.

- Works collaboratively with a pragmatic and diplomatic approach.

- Sensitive and adaptive to different audience needs.

Desirable criteria

Experience:

- Income generation.

- Experience &/or empathy with regulators and their contribution to economy and society.

6. The process

- Shortlisted candidates will be invited to have an informal meeting with the Institute Chair ahead of an interview.

- An interview will take place in November with the Institute Chair, two board members and an independent panel member. The interview will be competency-based, so please make sure that your application sets out how you meet the person specification above.
